The problem: Republicans have only 50 votes in the Senate (missing McCain), and they need to get 60 votes, because they shot their reconciliation bolt on the tax cut. So far, Mitch has tried alienating Democrats, shutting them out of the process, and refusing to have any votes or even let any Democratic amendments get on the schedule.

How's that been working for ya, Mitch?

under reconciliation rules.

each fiscal year they're allowed one of each type (there's also a third type, debt ceiling, which doesn't work here).
