I assume their "no" votes are in response to any attempt to fund the government at existing levels.

They actually have principles and stand by them. I certainly don't agree with their principles but at least they are ideologically consistent. Which is more than can be said for pretty much every other Republican.

His opposition to abortion and same sex marriage are the easiest examples, but I know there are others. He's also been pretty wobbly on defense spending, among other things.

essentially those are the Senators in Trump states running for re-election, or at least a lot of them are.

Schumer gave them a bit of cover in their home states.
