.
I just made a purchase at a major retailer. I won't mention the name so as to not jeopardize their program.
They have a program that allows you to donate a certain percentage of your purchase to any school in the country, with the exception of schools in Puerto Rico. The US Virgin Island and Puerto Rican schools show up in their selection list, but just the Puerto Rican schools are expressly stated as excluded.
Why would Puerto Rico be excluded from this program, as I'm sure it's not the firm's decision?

By donate a certain portion of your purchase does the program make cash payments to schools or in-kind vouchers for merchandise? If the latter, does the chain have locations in Puerto Rico that are corporate-owned or are they independent franchises? If the latter, they dont have to honor the program.
