Puerto Rico - Are there restrictions to donate to schools over there?

I just made a purchase at a major retailer. I won't mention the name so as to not jeopardize their program.


They have a program that allows you to donate a certain percentage of your purchase to any school in the country, with the exception of schools in Puerto Rico. The US Virgin Island and Puerto Rican schools show up in their selection list, but just the Puerto Rican schools are expressly stated as excluded.


Why would Puerto Rico be excluded from this program, as I'm sure it's not the firm's decision?

Since you’ve intentionally made it impossible to know what you are talking about...

By “donate a certain portion of your purchase” does the program make cash payments to schools or in-kind vouchers for merchandise? If the latter, does the chain have locations in Puerto Rico that are corporate-owned or are they independent franchises? If the latter, they don’t have to honor the program.

I believe it's cash, as that's what our schools get--a check from them.

entity that is setting the rules? It could be a tax situation, a status situation, a personal preference of the owner of the entity. Or something else entirely.
