Once again, Donald Trump has taken charge of the legislative agenda.

The Senate was able to open the government without his assistance. There was actual bi-partisanship.

But now, he's back in the driver's seat. He will tell the House and Senate how to legislate and what he will not accept.

Unless the Republicans do their job and send the bills to the White House for approval or veto, we will be back in the same rut we have been in for the last year. They cannot function by trying to negotiate legislation with Donald Trump.

When will they recognize that reality?
