How did Rosenstein become the scape goat from the memo?

It's a ploy for those who are covering for the Tweeting Twit! According the Nunes, he found "a bad act" in the wire tapes the FISA warrants, which the courts, Trump's own AG agency said it was legal. Go figure! "Look over here"!

An “escape goat” is a goat used to get away. As goat riding is highly problematic, not the best choice.

Memo attempts to smear Rosenstein over his decision last June to renew Carter Page surveillance warrant, as if Rosenstein was overstepping and going after Trump campaign staffer due to political anti-Trump bias. (Even though original surveillance of Page for his suspicious contacts with Russian operatives began way before the Steele Dossier or the Trump campaign)
