As it turns out, not true, but by Occam's razor, it was a reasonable assumption and I've seen others guess this. Many people use up their vacation days before leaving a job.

McCabe has not been in charge of Trump/Russia investigation since Rosenstein appointed Mueller as Special Counsel last summer

Something to the effect of a new team coming in that McCabe would not be apart of, and lots of pressure has been placed on Wray.
They're paving the way for the removal of Rosenstein/Mueller.
