Chris Matthews believes the memo was written by aides inside The White House.

Matthews, talking earlier with Andrea Mitchell, seems certain that the memo was written inside The White House. He called it a political "hit job" with the sole purpose of attacking the investigation against the president.

The memo itself could end up as further evidence of obstruction of justice.
