It's actually more extreme. President Obama's "falsehoods" weren't lies in the same sense that Mango Mussolini's were. For example, President Obama stated during his advocacy for passage of the ACA that "you can keep your doctor". He said that because that was what he was advocating, and what he wanted to see in the final bill.

Maybe this is a rhetorical point, but I'm making a distinction between a lie and a falsehood.

There was a provision in the ACA that you could keep the insurance plan that you had (i.e. you can keep your doctor) but obviously if the plan was discontinued by the company, you wouldn't be able to do that. What he said wasn't a lie. He just didn't explain that the government had no control over what plans a company offers.

Even the several thousand policies that had huge increases in premiums was because the insurance companies told their customers (and the government) that they were being covered for things that weren't covered. After the ACA became law, they had to be honest and, oops, they had to ADD the coverage and increase the premiums.

Most of the pitfalls of the ACA came about because the insurance companies were being deceitful.

I don't think Obama ever knowingly lied or intended to mislead the public. Trump just says whatever he wants, with little regard to whether it is true or not.
