Keep in mind as to legal charging documents the "Four Corners" issue.

When referring to the language a criminal indictment or a civil complaint, it is said that the language in such a document speaks strictly for itself. So everything that the indictment or complaint alleges is going to be held to what's on the charging papers, or in other words, the "four corners" of the papers that it is written on.

It does not mean that there doesn't exist facts or evidence beyond what's on the papers. The papers themselves are not evidence, they are just allegations.

So when Rosenstein said that the indictment does not allege Americans were involved in group being charged, it only means just that: that of the people charged, there are no Americans.

It does not preclude involvement with this group by Americans beyond what is written in the indictment.

That today a plea deal was unsealed for an American individual who provided aid in establishing identities for foreign interests.

Another four corners: I did not see Russia mentioned in a quick skim. This doesn't mean that the foreigners aided aren't Russian.

that's just an allegation of facts to fit within the statutory terms of 18 USC 1028--but the prosecutor could introduce evidence of much more


"any individual committing the offense obtains anything of value aggregating $1,000 or more during any 1-year period;"
