with the FBI and Rep. Schiff, but the Democrats in the committee actually released it. Presumably they could have timed the release to their advantage and not to distract from Manafort/Gates. The memo is too complicated for the brain-dead public to comprehend so it won't get much coverage; by Monday it will still be Manafort/Gates.
