He’s such a slimy person that decent people, even rich ones have avoided him and even shunned him so naturally he felt accepted and comfortable with people like him. It’s the basic reason he admires Putin who is also deeply corrupt, especially on a moral level who murders his opponents. I would place bets on Trump wishing he could do the same.

So placing only corrupt people in his administration is all he can do. It’s also probably what he wants to do. He thrives on corruption so that’s why he’s corrupting this country. In his mind he wants to be as rich as Putin and the only way to get that rich is to wield power protected by doing it in a place of utter corruption.
