Building a fence for the common good is money ill-spent. Each individual has the right to approach the cliff with or without a tether tied to a secured fixture. If the individual slips and falls without a tether, tough shit. Dying is an individual choice. If the individual falls and dies at the bottom, and has no money left in h/h estate to pay to have the body disposed of, then the body is left to rot at the bottom of the cliff. Vultures will be well-fed. End of story.

The Libertarian view would be to build the fence.
