The Assistant to the President for National Security Affairs (APNSA) or National Security Advisor is a member of the President's Executive Office. As a Presidential aide, he doesn't require Senate confirmation.

tRump has shown so far he listens to nobody. So I do not expect tRump to begin pre-emptive attack on Iran even if Bolton wants it. tRump derided Jebbie during primaries about the foolish Iraq war started by his brother #43.

Bolton is the only security adviser tRump could find who would go along to kill the Iran nuclear deal. That is why he was selected.
