I think Trump may have been regarded as too stupid to be really involved in anything given he has all the self-control of a kleptomaniac magpie and would have blabbed about it on Twitter. He certainly isn't the brains of any operation that isn't limited to him and Don Jr. Once you add even a pet rock, Trump's mental capacity has been outmatched.

Additionally Cambridge Analytica started their data gathering long before Trump was running for president (in fact the loophole used to get the data was discontinued in 2015) and started out the 2016 cycle working for Ted Cruz and Ben Carson.

That much is pretty clear from things like Roger Stone's connections to Julian Assange and Guccifer 2.0. Also from the Trump Tower meeting with Don Jr and Manafort and assorted Russians. Trump himself may not have instigated it, but he went along, or his associates did (which comes to the same thing), and he benefited from it. The obstruction charge is 100% solid; conspiracy charges may not reach Trump, but will get Manafort, Stone, probably Don Jr and Kushner, and assorted others; and money laundering/RICO charges will almost certainly come out of the investigation (if it finishes).

How else do you explain his appointments? Every single person he chooses wants to do away, or has had direct conflict with, the agency/area they are in charge of. Stupid does not have that kind of coincidence. Even having the IQ of a tomato, you would luck into a great choice here or there. But, no, Donnie has been consistent and that is evil, not stupidity.
