While a lot of what's he's done with (and to) the EPA is controversial, to put it mildly, it's unlikely that he's in any actual danger. I heard that somebody once yelled at him on an airplane, and no doubt he gets angry correspondence, but it's absurd to conclude he needs a 20-person security detail or an armored car. However, those things undoubtedly puff up his ego. "Look at me! I'm so important that I have to be protected like the president!"

He does not give a damn about air, water, toxic chemicals issues. His only concern is what he can do to dismantle rules and laws that address issues involving any kind of pollution. He is a lackey there to help make his industry benefactors realize and enjoy higher levels of profit - that is their only concern.

Some people hate him for what he has done to the EPA. He is aware that he has excited the wrath of the population. He is well aware also that some people are inclined to want to knock his block off. So due to this guilt and the reality he has severely pissed some folks off - he is wrapping himself with layers upon layers of armed security.
