In the aftermath of fires that killed seven people in apartment buildings in Brooklyn and Manhattan last month, Mayor Rudolph W. Giuliani proposed yesterday that sprinklers be required in all new or rehabilitated high-rise apartment buildings, and that emergency public address systems be required in existing apartment towers.
The Mayor said that fire officials would formally present the plans, which include a citywide safety education campaign, at public hearings this morning before the City Council.
Council leaders have backed the idea of a law requiring sprinklers in some buildings, but they have not endorsed the specific version proposed by the administration. Mr. Giuliani called an accord ''pretty close'' yesterday, and Michael S. Clendenin, a spokesman for Council Speaker Peter F. Vallone, said, ''We are open to all suggestions and ideas, and one way or another, we're going to get a bill done.''
Although New York has taller towers and more high-rise residents than any other city in the nation, no sprinklers are required in apartment buildings here. Landlords and developers like Donald J. Trump have lobbied against sprinklers as unnecessary and expensive, costing up to $4 per square foot, or thousands of dollars for each apartment.
