The FBI and the judges and prosecutors that are signing off on search warrants seem to decidedly think otherwise. Seems crimes or indications of crimes are being uncovered because of the look into the Stormy Daniels payoff.

having an affair isn't a crime and paying someone off to protect your reputation/marriage isn't in itself a crime either as long as both parties freely agree to it, the money comes from a legitimate source and the terms of the contract are fulfilled.

This is only shady because it was an illegal campaign contribution and Cohen lied to the bank about what he was using the money for. Or it would be shady if it was coerced, for example, as a condition of an employment contract or as part of a blackmail scheme.

Otherwise, I don't think it's the public's business if two people of their own free will make an arrangement to exchange money for not talking about something that could hurt one party's reputation but that isn't actually illegal.
