arguably the framers didn't want the president's inner circle to become targets of political prosecutions.
also, i do think some previous pardons involved co-conspirators, libby scooter and cap weinberger, e.g.
the constitutional solution is impeachment.
i recognize that this process is broken.

Probably the extent of his involvement was to promise Nixon a full pardon if he resigned, but you can't say they were unconnected.
