Even though there is apparently a great deal of truth to the President being the only one with access to the launch codes and he's beholden to no when about how or when to make use of them, I rather imagine that if he tried to make use of them, those actually in physical possession of them wouldn't hand them over.

Plus, he'd have to read with his own two eyes the codes, and we already know he doesn't read.
