I propose a new law or an amendment to the constitution:

No president can pardon anyone in their administration or who works in the white house.

To allow them to invites major corruption.

President resigns in the final hour of his term. Veep takes over for the sole purpose of pardoning everyone.

So I'd say, none of them can be pardoned until after someone other than the president and vice-president or any member of that administration is sworn in as president pursuant to an election.
