So, there wasn't really a "wrong" done to Scooter. He was guilty of lying to the FBI and obstructing an investigation, and still is.

It's just not being handled by Mueller. However, that's not to say there aren't parallel state offenses which the NWAG could prosecute. Those would not be pardonable.
