Why would working with Facebook ever be in China's economic interest? FB has facilitated the rise of the Trump administration one of the worst things to ever happen to China. Millions of Americans had there data stolen and manipulated thanks to FB. In light of that, you actually think China would ever allow Facebook access to their Chinese citizens' private data, to be exposed and vulnerable to manipulation by a foreign entity and used to sway public opinion against the Chinese government, the same way it was used against democrats in the US?
