You can find out if the emails were duplicates within one day, two at the most, and there are multiple applications available to the government to determine that. No humans need be involved. We're talking machine processing time. Literally, plug it in and let it go.

Am I not talking about some new, cutting edge application. These applications are as common and relatively (hint) inexpensive.
