The Congress must constantly defend its prerogative against the President. All Presidents will attempt to encroach on the powers of Congress, it is in the nature of the executive. Congress must be as serious about the protection of its prerogative when it is of the same party of the President or not. When the GOP-controlled Congress does not push back against Trump's usurpation of war making power, it risks the Congress losing those powers.

Presidents come and go (at least so far). If the Congress is to remain relevant, it must protect itself against the natural instinct of Presidents to expand their power.
