so even we had a secretary of state, it wouldn't be unprecedented to send someone else. Kissinger did the pre-visits with China before Nixon's meeting and Kissinger was National Security Advisor at the time, not Secretary of State.

Because we don't have diplomatic relations with them -- or a secretary of state -- we use other channels, such as Clapper under Obama. We've done this with other countries as well. It's a little unusual, but only because everything with North Korea is unusual.
