Chaffetz is the missing link here. He was the leak of the information on the "reopening" of the investigation. Chaffetz forced Comey's hand. That little rat shouldn't be getting off so easily from this!

Supposedly Comey had no knowledge until Oct 27 and he issued his letter Oct 28th. McCabe however had found out on Sept 28 but did not inform Comey. Reportedly some in FBI were suspicious over McCabe's delay in handling the emails, wondering if he was slow-walking until after election.

It should have been so hands on deck verifying they were duplicates. That could have been done in a day or two. The announcement if one ever happened would have been no new information has been found.

So presumably had Comey known a month earlier, he could have cleared her 3 weeks before election and before early voting when she would have had time to recover and not just a few days before election.
