as an unindicted co-conspirator, and the current U.S. Attorney's Manual says: "In the absence of some significant justification, federal prosecutors generally should not identify unindicted co-conspirators in conspiracy indictments." It could happen but so far it hasn't, and if Mueller follows DoJ guidance it probably won't.

can't/shouldn't be indicted, of course Spanky isn't a target. A target is someone as to whom there is significant evidence of a crime and that they are a putative defendant. A person who can't be indicted can't be a putative defendant and therefore they can't be a target. So he could make that statement perfectly truthfully, and coincidentally maybe salvage his job, since Trump probably doesn't understand what any of this means.

A former prosecutor from the US Attorney office told Rachel that Dept. guidedlines require that answer if asked. However, a person may eventually become a target.

That the more people he fires, the more he fusses, the guiltier he looks? It is also another example of him obstructing justice.
