Horowitz's office also has sought to determine whether such leaks influenced Comey's decision 11 days before the election to announce the reopening of the Clinton email investigation. Law enforcement sources with knowledge of the matter, speaking on condition of anonymity, said at the time a fear of leaks from within his own agency helped prompt Comey to make that public disclosure.

Comey did not respond to a request for comment.

wasn't aware of leaking inside the agency. He gave other reasons
for doing announcing the reopening which I didn't understand (anyone else on DU?).

Frankly, I also don't see how a warning of pending ILLEGAL LEAKS FROM AN OPEN INVESTIGATION would "force" FBI Director Comey to do it himself from a podium. Even though he was advised against it by the DOJ. Presumably, they're wiser people than Mr. "You know, I just don't know...," or maybe they just read the employee manual.

The IG's report on Comey at that time is yet to be released.

a charity for marines and former FBI agents, a Trump supporter who made the same allegations as Guiliani. It is also worth noting that when David Farenthold caught Trump out for lying about his charity donations, it forced Trump to donate a million dollars to charity, and that charity was Jim Kallstrom's veterans charity. $1m buys a LOT of loyalty, and maybe information.
