Office of Management and Budget Director Mick Mulvaney defended the administration’s decision to freeze federal employee pay in the fiscal 19 budget request, saying that it was the best way to resolve issues of some employees getting paid too much and some getting paid too little, according to an analysis the administration did of employee data.

“It’s led to a situation where we pay entry level more than we probably should, but we don’t pay the really advanced, experienced people as much as we should,” said Mulvaney at an April 18, House Appropriations Committee hearing.

The FY19 budget would also slow the pace of step increases, which provide pay raises within an employee’s pay grade, for federal employees.

The federal government already struggles to attract top talent in in-demand areas such as IT and cyber, fields that often pay far more in the private sector than in the government.

Than people who have more education, experience and have put in several or many years. I’m glad he recognized it if this is his intention. People like Mnuchin are making very Hugh salaries compared to past employees in the same positions. This administration talks tough about cutting , but not when it comes to them and the unnecessary expenses they have racked up on the taxpayers dime. I would like to see a breakdown, but am hoping people are watching and keeping track. These people are all accountable to us, the people who pay for it.

People who stay in one position or one branch for an extended period of time end up having a limited percentage that they can expect in their pay raises, if any. A lot of people will take a job elsewhere in government for a few years, then return to where they started. That way they can negotiate a larger starting salary. This is a common practice, especially in fields and/or geographic locations where recruiting is difficult.
Beginning salary is always easier to negotiate than pay raises, since pay raises are usually capped at a certain percentage.
