North Korea's nuclear declaration: what it does and does not mean

North Korean leader Kim Jong Un has declared an end to the nuclear and intercontinental ballistic missile tests that sent tensions soaring on the peninsula, in the region, and beyond.

The move, enshrined in a decision by the ruling Workers' Party, comes ahead of a summit with the South's President Moon Jae-in next week, and with a much-anticipated meeting with US President Donald Trump due later.

But it is only one step in a complicated sequence of moves that has a long way to play out. Here are some questions and answers on the latest developments.

- Does this mean Kim will give up his arsenal? -

Not in the slightest. Kim explicitly said that the possession of nuclear weapons was "the firm guarantee by which our descendants can enjoy the most dignified and happiest life in the world".

kim may be only buying time to increase their arsenal, and not be attacked, but this only means they're saying all testing will stop, but NK has lied about that before. It gives them more time to do more in this area. With trump going there so they say , could mean even worse things if he speaks. We've seen how his skills with talking goes, and then nothing he claims means anything as much as he lies. He'll claim he's saving the world no matter what happens there with kim, and kim too will do the same thing. Not stopping anything is more likely the outcome, not their claims for PR. Another phony pr event like both Syrian attacks were. Kim sped up his program knowing trump was weak, and tied to Russia and Putin, along with them. Kim took advantage of trump, and still is if they get him into a meeting.
