the people who own up to their mistakes are immediately thrown under the bus, but if you just attack the messenger and the messenger's messenger and a few other people who aren't even tangentially related to the situation, maybe everyone gets distracted and you float by unscathed. it also helps if you belong to the Republican party, since corruption, dishonesty, and coverups in the name of destroying the government are expected from them.
