2. How far down in the bureaucracy do "security details" go?

Rosenstein is a deputy Attorney General. Do all deputy cabinet officials have security details? Why? Most people would never know these people walking down the sidewalk. Here in Chicago we even have Chairman of city council committees who have them. That is nuts.
