He is showing every person in America that he is trying to get Donald Trump to answer these questions so that this investigation can come to an end.
Mueller is setting the stage for a subpoena if Trump does not answer these questions.

The questions, obtained by The Times, came from a person outside of Mr. Trumps legal team and appear to seek answers to Mr. Trumps motivations behind some of his tweets, his thinking and his relationships with close advisers

Executive Priveldge....case law is pretty well set by Paula jones vs bill Clinton. So trump can be brought before a grand jury...
