(22,020 posts)In a small number of states, Russian-affiliated cyber actors were able to gain access to restricted elements of election infrastructure, the report states. In a small number of states, these cyber actors were in a position to, at a minimum, alter or delete voter registration data; however, they did not appear to be in a position to manipulate individual votes or aggregate vote totals.
Yes of course they manipulated votes and vote totals. How could the report conclude other than what it did?

(22,913 posts)People are rightfully concerned regarding cyber security of their personal information online, yet most can't be bothered to be outraged over the fact that foreign states are gaining the capacity to pick our leaders through vote manipulation.
