Did Trump order Kelly and Pence to come out and say that Mueller should wind up his investigation?

Today, the VP and the Chief of Staff both came out to express their opinion that Mueller should end his investigation soon.

It is doubtful that they did it on their own. Most likely they were ordered by Donald Trump to put the word out that this investigation is about to end.

It appears that a decision may have already been made?
