The facility the journalist was granted access to was for boys aged 10 to 17. He stated in his report this is one of multiple facilities for children and that under 10 and girls were not in housed in this facility. Since he had only been allowed in this one facility, he was only reporting on this one re-purposed former WalMart. I am certain that the girls and children under 10 are being housed in similar fashion. Or, as the reporter phrased it - like incarcerated convicts. And, from how it was described, not a white collar country club prison.
