AGAIN - Fed Technology. The Comey-Hillary-IG report screams for attention to this.

Tech at the Federal level is horribly under reported part of this story

Hillary and Colin and Condi all used personal servers or personal accounts because the Fed email system is horrific. Comey used a personal account too
In the convoluted IRS Teabagger whinefest we learned that they can only keep emails that are 6 months old - we have to keep records for 5 years.
The IRS still keeps records on magnetic tape.
There is a server the Secret Service still uses (not sure for what) that dates to the "War Games" movie.

The fed employee info breach is more about security but it's in the same vein.

When Mnuchin was going through his confirmation, Orrin Hatch (of all people) asked if he was committed to upgrading technology in the Department of the Treasury. Mnuchin said it was long overdue.
