If I were making the decision as to where to send him, I would have send him to the same place. They can't let anything happen to him. There is no way they could put Manafort in a situation were he would get beaten up or harmed. He needs to be protected. Not only that, I would think that non-violent prisoners are generally separated out from the general population.

They must know he is in danger of being done in, or had threats as such.
