MS-13 is a dangerous gang, but so are many others. This is to scapegoat latinos. I remember one of the first photos the Repubs used to get public attention on MS-13, they had this bunch of really scary, tattooed thugs glaring at the camera. It turned out that picture was not from inside the United States, but some prison in Central America, El Salvador I think.
MS-13 is indeed dangerous, but this is basically being used to stir up anti-brown skin sentiments.
