The reason I think it is unlikely this will happen is, Ryan and McConnell both fairly recently said they stand behind Mueller. They wouldn't say that if they thought there was even the tiniest chance they were included in the investigation.

Mueller's mandate doesn't extend that far. And unless they're all on tape raping a 9 year old, our larger population would never believe that it isn't politically motivated.

Trump would pardon everyone, there'd be a special council investigating Mueller, and we'd lose our best chance to get rid of Trump.
