In Congress, I'm not sure that the House would have voted impeachment. Some of the Republicans in swing districts would remember the backlash from the impeachment of Bill Clinton. They would know that impeachment would go nowhere in the Senate, so they'd be sticking their necks out for no practical result. I think that endless Congressional investigations of this, that, and the other would be more likely.

If, in a different alternate universe, Trump were still President but the Democrats had a majority in either house of Congress, then there would be endless Congressional investigations of this, that, and the other.
