He uses his own money to violate the law. He has people pay his foundation, then he buys personal items with the foundation money. Risky, but he BSed his way through for years. Until he ran for President. Risky for a guy like him to run for President and invite the scrutiny. But he did it anyway, and continues to try BSing his way through.
