He staffed for Senator Jeff KKKeebler Sessions, and he knows how to maneuver the political waters. Save for that first statement at the early parts of this regime where he said that Tangeranus will NOT be questioned, he's kept his head down.

He's mostly driven policy and worked behind the scenes. He's not a paranoid grifter like Scott Pruitt or a chronic napper like Ben Carson.
I would bet that more than one leak out of the West Wing came from him in an effort to backstab people he considered a threat.
