It's pretty obvious the DoJ wasn't expecting any sort of audit of this policy, they just started taking kids and moving them around willy-nilly as spots opened up; according to an NPR story this morning on Morning Edition, a boy was moved from a Texas border patrol station to San Diego within 6 or 7 hours, while his father was still being processed. The man didn't even know his son had been taken out of Texas, and it was never put in the father's records that his son was with him when he went before the judge. They all found out about the situation when he asked the judge when he could see his son again...

It happens all the time when a government facility is alerted in advance of an upcoming inspection. That's why its so important that oversight inspection teams should arrive unannounced to see these facilities and interview the residents without their jailers.
