if the photo is real, I think she may have been chilly on the plane and someone gave her the jacket to wear. If so, she may not have read what it said.

However, why would she still be wearing it once she got off the plane? It's not cold there, is it?

SOMEONE is responsible for making sure that jacket was seen, knowing cameras would be on her as she walked up the stairs - either Melania or the person who provided it to her.
