Masha Gessen wrote a very interesting piece in the New Yorker in May about this. Putin is all about using parental separation as a form state of terror, and she ended up leaving Russia because of it. It's obvious that our "dear leader" is just copycatting, which I'm sure uncle Vlad sees as the sincerest form of flattery from a useful idiot.

(I googled "Putin's fascist philosopher" to try to find his name, since I couldn't remember it, and lo and behold, there's another one too: Ivan Ilyin )

Or all of the above. Nothing mutually exclusive there.
