Unless Putin is offering unconditional surrender, then no. There is no benefit to the US to ever agree to a one on one meeting, as among equals, while hostile actions are underway. While Russia apparently has the upper hand for now, and Trump is not interested in defending the nation from an ongoing foreign threat, we would only look weak and timid, cowed by Russia's superior forces in the cybersphere by any such meeting.
