Living on social security means my winter monthly costs will go up...more electrical power costs, high propane costs which means there are less groceries in my refrigerator and there are nights I will go to bed hungry ...I hope a blue wave will help elderly people like me survive a little bit better.... .

It stands for Low Income Energy Assistance Program. They can help with your winter electric and heating bills, giving you more funds for groceries.
Check your local phone book under state government, usually Health and Human Services. Or Google it for your area.
