I have heard many different theories why Manafort hasn't flipped.

He is hoping for a pardon. That sounds risky and stupid.

He is afraid of the Russians. I am not sure I believe that one.

He thinks he can beat the charges. Maybe, he acts like a narcissist.

He is waiting to see what prison time he is looking at. If it's a life sentence he may try and make a deal after he is sentenced.

Mueller has not offered a deal. Mueller may not need him to flip. He has enough evidence from Gates and others who have flipped.

Paper trails are 'conclusive', but backed up by live testimony, paper becomes much more tangible to jurors.

As trump apparently said, if Manafort flips [that would be very bad? or something like that]

Thinks he can out smart the prosecution and delay final conviction though appeals etc

Maybe he has some magic gloves to produce at the last minute?

There might be no interest in knocking down his charges to the point he would only be looking at 20 years instead of 300+.

They might have everything they need from him by way of a paper trail or further investigation into his acquaintances.

He might not be connected.

Lots of possible reasons.
