Papadopoulos and his presence at that meeting (with Jeff Sessions) was all over the news last fall.

That meeting, including that very picture, have been widely reported and commented upon by virtually every news organization, which you may easily confirm in a few moments with Google.

An Instagram picture on Trump's account shows Sessions attended the meeting at which Papadopoulos made the suggestion.
